The United Kingdom and France to Deploy Troops to the Country should a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The UK and France have formalized a memorandum of understanding concerning the positioning of armed personnel in Ukraine in the event a ceasefire be concluded with Russia, the Prime Minister of Britain, Starmer, has declared.

Following negotiations with allied nations in the French capital, he said that the UK and France would "create defense centers in various parts of Ukraine and construct fortified structures for arms and military equipment" to deter any future invasion.

The partner countries also proposed that the America would play the primary role in monitoring a truce.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not issued a statement on this latest development.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russia presently holds roughly 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the foreseeable future," remarked the British leader.

Heads of state and top officials from the "Partner Group" took part in the Paris negotiations.

Speaking at a shared media briefing, he added: "It creates the pathway for the juridical structure under which British, French, and partner forces could function on Ukraine's territory, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the time to come."

The PM also stated that Britain would take part in any Washington-directed confirmation of a potential ceasefire.

Protection Pledges and Negotiation Stances

Lead US negotiator Steve Witkoff stated that "long-term security guarantees and substantial prosperity commitments are vital to a permanent resolution" in Ukraine – referring to a major demand made by the Ukrainian government.

He said the coalition had "largely finished" their work on establishing such guarantees "to ensure the citizens of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's advisor, also was involved in the discussions.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "considerable progress" at the talks.

He said that "robust" security guarantees for Ukraine had been reached in the case of a potential truce.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in the talks, but cautioned that he would only view efforts to be "adequate" if they led to the end of the conflict.

Earlier, Zelensky said a peace deal was "mostly finalized". Settling the last 10% would "shape the fate of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of key disagreements for diplomats.
  • Putin has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will take control, rejecting any concession over how to conclude the war.
  • Kyiv has so far ruled out surrendering any land, but has suggested that Ukraine could pull back its troops to an designated point – but only if Russia reciprocates.

Russia presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the area of Donbas.

The original US-led multi-point proposal that was widely leaked to the media last year was seen by Ukraine and its European allies as being disproportionately favorable in Moscow's direction.

This triggered weeks of focused diplomacy – with Ukraine, the US and European leaders trying to adjust the draft.

The previous month, Ukraine submitted the US an new proposal – as well as distinct documents describing possible defense assurances and arrangements for Ukraine's reconstruction, Zelensky stated.
